apply for licence

Business Plan

The layer nobody owns: finding, understanding and applying for any UK licence

An independent, high-margin content and services business over a fragmented £-heavy market, on an exact-match domain, with 124 pages already live.

01 Executive summary

GOV.UK lists 453 licences issued by a scattered patchwork of councils and agencies, and admits its own finder is incomplete. People do not know which licence they need, where to apply, what it costs, how long it takes, or when it renews. No one owns the "find, understand and apply for any UK licence" layer. The exact-match domain applyforlicence.co.uk gives instant trust on high-intent "apply for X licence" searches, and the business is already built: 124 pages live across the highest-value verticals.

3
stacking revenue engines (affiliate, concierge, SaaS)

The model earns from day one at near-zero marginal cost: affiliate commissions and qualified leads now, fixed-fee concierge next, and a renewal-reminder subscription that turns one-off applicants into recurring revenue. The defensibility is threefold: an exact-match domain, a proprietary council-by-council data set that is genuine work to assemble, and strict compliance discipline that most copycats cannot survive.

02 The market

A large, real, poorly-served market. The licences are held in the millions and renew on cycles; the only existing aggregator (Get Licensed) covers training courses alone.

SegmentPopulationSignal
Alcohol licences1,124,400900,300 personal + 224,100 premises (Home Office, 2024)
SIA / security506,063Hard 3-year renewal cycle = recurring audience
Taxi + PHV drivers417,300Across ~280 councils, fees differ per council (DfT 2026)
HMOs needing a licence497,000+Only 219,966 licensed - the biggest documented compliance gap

Metered search demand is roughly 90,000-110,000 winnable UK searches a month, concentrated in SIA, HGV-operator and HMO - exactly where GOV.UK is weakest and the money-in-helping is highest.

03 Positioning & moat

"The plain-English way to find, understand and apply for any UK licence." Independent, explicitly not a government lookalike. We do not fight GOV.UK on free, simple processes - we own the licences that need paid third-party help to get right.

Moat 1: exact-match domain = instant trust + CTR Moat 2: proprietary council data (fees/portals/timescales) Moat 3: compliance discipline copycats can't survive Moat 4: renewal SaaS = recurring revenue

Compliance is a barrier, not just a rule

Copycat-licence-site enforcement is live and severe (Operation Dougal: 7 convictions, 38+ years). We always show the free official route, itemise "our fee + statutory fee", and charge only for genuine added service. Most quick-buck imitators cannot operate inside these lines - so the discipline that keeps us legal also keeps competitors out.

04 The product & the beachheads

Five parts: a licence finder (the hero tool), per-licence plain-English guides (the SEO moat), council-level pages (the proprietary data engine), renewal reminders (recurring re-engagement), and the paid "get it done for you" layer.

BeachheadVol/moCPCPrimary revenue
SIA / security40,900£2.13Training affiliate + renewal subscription
HGV operator's licence12-20k£8-17Concierge + consultant lead-gen
HMO / landlord13,000£5.54"Do I need a licence?" tool + lead-gen
Alcohol (personal + premises)8,000£7.08Course affiliate + premises concierge
Taxi / PHV (local engine)6,200£2.08Programmatic council pages + referrals

Launch spans the top three - each maps to a different revenue engine - so all three monetisation models are proven in parallel from the start.

05 Revenue model & unit economics

Three engines that stack over the year. Traffic is organic (near-zero acquisition cost) and fulfilment is AI-assisted on owned infrastructure, so margins are high across the board.

Phase 1
launch

Affiliate + lead-gen

Training-course affiliate (~£10-40/booking, proven by Get Licensed) and fee-per-qualified-lead to consultants/solicitors (£25-150). Near-zero compliance/data risk; earns day one.

Phase 2
~3-6 mo

Fixed-fee concierge

Done-for-you application prep at £99-300, undercutting £480-1,150 consultants, on premises / HGV-operator / personal licences. AI-drafts + human check; introduces data duties (done deliberately - ICO + UK GDPR).

Phase 3
~9-12 mo

Renewal-reminder SaaS

£5-15/mo eligibility + renewal subscription. Converts one-off applicants into recurring revenue - SIA's 3-year cycle is built for it. The durable moat.

06 Financial projection (Year 1)

An illustrative model on the assumptions below. Organic SEO takes time to compound, so revenue is modest early then accelerates as the concierge and subscription layers switch on.

Training affiliate£0.4k£1.8k£4.5k£8.0k£14.7k
Consultant leads£0.3k£1.6k£4.0k£7.5k£13.4k

Renewal SaaS (from M9)--£0.5k£3.0k£3.5k
Total revenue£0.7k£4.6k£13.5k£27.5k£46.3k

Key assumptions (the levers)

Organic traffic reaching ~3k / 9k / 18k / 28k visits per month by end of each quarter (a growing share of the ~100k winnable). Conversion: ~2% of relevant visitors book a course, ~1.5% become a qualified lead, concierge and SaaS ramp modestly from their start months. Change any lever and the model moves - these are deliberately conservative for an exact-match domain with strong content.

~£46k
Year-1 revenue (illustrative)
~£13k
Month-12 monthly run-rate
£180-350k
Year-2 outlook (base compounds + SaaS + verticals 4-8)

Year 2 compounds three ways at once: the content asset keeps climbing, the renewal subscription base recurs, and beachheads 4-8 (alcohol, taxi/PHV, animal, gambling, waste) come online. The costs against this are small - hosting is marginal on owned infrastructure, ICO registration is ~£40-60/yr, and fulfilment is variable and AI-assisted - so the operation stays lean and high-margin.

07 Traction

This is not a concept. The asset is largely built and live.

What that means

The heavy lift - a defensible content asset in a high-CPC market - is already sunk. The remaining work is turning live traffic into revenue: signing the affiliate/referral partners, switching on the concierge, and building the renewal subscription.

08 Roadmap & risks

Milestones

HorizonMilestone
NowTop-3 beachheads live; sign training-affiliate + consultant-referral partners; instrument conversion.
M1-3Rank the SIA + HGV-operator + HMO clusters; first affiliate + lead revenue; deepen council data.
M4-6Launch fixed-fee concierge (premises / HGV-op / personal); ICO registration; alcohol beachhead.
M7-12Renewal-reminder SaaS live; beachheads 4-8; the programmatic taxi/PHV council engine at scale.

Risks & mitigations

RiskMitigation
SEO dependencyExact-match domain + genuine proprietary data + a real tool = durable ranking, not thin content. Renewal emails de-risk reliance on fresh search traffic.
Compliance / enforcementThe red lines are built in from day one (free route shown, fees itemised, no drip pricing, genuine added service only). Turned into a moat, not a liability.
Partner/affiliate relianceMultiple streams and partners; the concierge and SaaS layers are owned revenue, not dependent on third parties.
Council data upkeepScripted refresh of the council register; the effort to maintain it is itself the barrier to entry.
